"We reaffirm our determination to enforce full implementation of all UN Security Council resolutions concerning Iraq and Libya only full compliance with which could result in the lifting of all sanctions."

On June 28, 1996 (in The Guardian), British Foreign Secretary, Malcolm Rifkind called for the containment of Iraq and pointed to the need to maintain sanctions until Iraq complied fully with the UN Security Council Resolution 687.

On September 5, 1996, at the UNSC, the UK tabled a draft resolution in response to Iraqis military action in the north of Iraq against the Kurds. The draft called for an immediate withdrawal of Iraqi troops and the resumption of talks between the Kurds. Read properly this is a call for Iraq to leave its own territory and for local populations to work out their own solutions to strife in the area.

In September, 1996 U.S. cruise missile attacks on Iraq received verbal and logistical support from the British government. Participation in the attacks were limited by the capability of the UK in the region.

On November 4, 1996, in Abu Dhabi (emirates) Centre for Strategic Studies and Research) British Foreign Secretary, Malcolm Rifkind stated again that Saddam Hussein must be contained or Iraq would pose a challenge to all its neighbours. He looked forward to implementing UNSCR 986 (to aid the Iraqi people) when Iraq stopped obstructing the plan.
